That change matters because the old sequence gave some applicants more room. Previously, a visa application could be lodged while the sponsor approval or nomination was still being assessed, provided the approvals were in place before grant. Now the application itself must meet the new validity rules at lodgement. If the approvals are not ready, the visa application is not ready either.

The 407 visa is for workplace-based training, not independent work or general job placement. The sponsor must usually be an approved temporary activities sponsor.
